Baddie Steve turned up to take over George Palmers Market Cellar, which he turned into E20.He was pursued to the square by his scary ex-girlfriend, Saskia, who did her best to break up his new relationship with Mel, and made it quite clear that they were going to get back together whether he liked it or not. It came to a head on Valentines night, when Saskia turned up at E20 drunk, warning Steve that she would ruin his life. She went mad, there was a struggle, and he killed her trying to defend himself. Witness Matthew suddenly found himself wrapped up in murder, for which he was eventually framed and convicted. Steve Owen got off, but when Matthew was released he returned to the scene of the crime to terrorise the man who got him banged up.
After the trial Steve developed a fairly hefty drug habit. It was only when Beppe overdosed on some pills he found in Steves office that he decided to straighten himself out. He set his eyes on Mel, and got Ian to agree to divorce her. It was touch and go whether the wedding would go ahead when Steve discovered that Mel slept with Phil. Then on the wedding day Phil got shot! Phil tried to set Dan Sullivan up for it. He enraged Dan so mad that he decided to kidnap Mel. During her incarceration she learnt a few choice facts about her beloved Steve, and got revenge by burning down the e20 and running off. The insurance company also found out a few facts about Steve and refused to pay out.
Left alone and penniless, Steve turned back to crime to pay his way. He got into deep water when he ripped off a gang that he did an armed robbery with. Gang leader Graeme was tipped off by Phil that Steve had done the dirty on him. His days were numbered! Sensing trouble, Steve prepared to make his exit from Walford. But before leaving, he wanted to get one over on Phil.
Steve planned his escape to cause the maximum distress to his arch-enemy. Not only did he attempt to take his daughter Louise out of the country but he set about seducing Mitchell's kid sister Sam. Getting Phil's hackles up turned out to be Steve's undoing. In a frenzied chase, Steve's car swerved off the road, crashed and exploded into a ball of fire. Phil managed to rescue baby Louise from the burning wreckage but it was too late to save Steve - even if he wanted to.
